On February 13, 2026, the Assembly of Kosovo ratified four additional international agreements, following the earlier approval of the Growth Plan agreement. The majority of the agreements received over 100 votes in favor, signaling broad parliamentary support.
Key Agreements Approved
1. Development Policy Financing Program Agreement
The first agreement focuses on financing policies aimed at enhancing fiscal effectiveness, strengthening competitiveness, and promoting green economic growth. It was signed between the Republic of Kosovo, represented by the Ministry of Finance, Labour and Transfers, and the International Development Association, which operates within the World Bank Group.
The initiative is designed to accelerate Kosovo’s alignment with European Union legislation, support regional economic integration, and strengthen socio-economic convergence with the Bashkimi Evropian, complementing pre-accession assistance funds.
2. Western Balkans Reform and Growth Instrument Loan Agreement
Lawmakers also ratified a credit agreement under the Reform and Growth Instrument for the Western Balkans, signed between Kosovo and the European Union, represented by the European Commission as lender. The Banka Qendrore e Kosovës will act as the borrower’s agent in implementing the agreement.
3. Healthcare System Strengthening Project (“KOMPAS”)
Another ratified agreement includes financing worth €18.6 million for improving Kosovo’s healthcare system. The agreement, signed with the International Development Association, aims to enhance institutional capacity, expand healthcare accessibility, and improve overall service quality across the country.
4. Early Childhood Education and Human Capital Development Project
The fourth agreement focuses on investing in early childhood education and long-term human capital development. The initiative seeks to strengthen education infrastructure, expand early learning opportunities, and improve workforce readiness in Kosovo.
Next Parliamentary Priority: 2026 State Budget
Following the ratification of these international financial and development agreements, parliamentary attention is expected to shift toward the drafting and approval of Kosovo’s 2026 state budget, which will play a crucial role in implementing reforms, supporting economic growth, and advancing EU integration goals in Kosova.
