Kosovo Secures Right to Over €60 Million in Pre-Financing from the Growth Plan

Kosovo has secured the right to receive more than €60 million in pre-financing under the European Growth Plan, following the ratification of the necessary agreements in the Assembly.

Officials from the European Commission confirmed that Kosovo has formally requested the release of pre-financing of up to 7 percent of the total allocation foreseen under the Reform and Growth Instrument.

“Now that the agreements related to the Reform and Growth Instrument have been ratified, Kosovo is entitled to receive the pre-financing. Once these laws are officially promulgated and communicated to the Commission, and provided that the general conditions are met, the funds under the Growth Plan can be disbursed,” a European Commission spokesperson told Radio Television of Kosovo (RTK).

Under the new Growth Plan, Kosovo stands to benefit from approximately €880 million in total. The immediate pre-financing tranche — amounting to over €60 million — represents 7 percent of the overall allocation and is available to each beneficiary country in the region under the same procedure.

Conditions for Further Disbursements

Beyond the initial pre-financing, Kosovo must meet a series of ongoing conditions to unlock subsequent payments. These include:

  • Maintaining macroeconomic stability
  • Ensuring sound public financial management
  • Strengthening budget transparency and oversight
  • Safeguarding democratic mechanisms and institutions
  • Demonstrating constructive engagement in the normalization of relations with Serbia

Additional payments will be made only after the European Commission assesses compliance with these general conditions. The same evaluation and disbursement procedure applies to all beneficiary countries in the region.
