Serbian Parliament Speaker Ana Brnabić announced Wednesday that Kosovo’s request for special guest status in the Political Committee of the Parliamentary Assembly of the Council of Europe (CoE) was removed from the agenda.

The request had been scheduled for discussion in the Committee’s meeting but was taken off at the start of the session. Brnabić credited Spain and the European People’s Party (EPP) for supporting Serbia’s efforts to block the request. Special guest status allows representatives to attend Parliamentary Assembly sessions but without voting rights.

Kosovo’s full membership bid in early 2024 was stalled due to conditions tied to the establishment of the Association of Serb-Majority Municipalities.

Kosovo’s Ministry of Foreign Affairs has yet to comment on the development.
