Kosovo Special Prosecution Files Indictment for Espionage Against Man Paid by Serbia’s BIA

The Special Prosecution of Kosovo has filed an indictment for espionage against a man identified as H.S., accusing him of cooperating with the Serbian Intelligence and Security Agency (BIA) for years.

According to the indictment, from November 2009 until his arrest on May 6, 2025, H.S. allegedly provided confidential information to BIA officials.

The prosecution revealed that on November 22, 2015, H.S. traveled to Syria where he joined the terrorist organization ISIS.

“There is well-founded suspicion that H.S. delivered information to BIA officials regarding the number of Albanians participating in ISIS, their organization, and the areas of Syria in which they were operating. After returning to Kosovo and serving prison time for terrorism-related offenses, he continued to meet BIA officials in Serbia, specifically the Director for Counterterrorism, I.B., to provide further sensitive information,” the indictment states.

The document further highlights that H.S. was paid up to €700 per month by BIA in exchange for the intelligence he supplied.

The Special Prosecution has requested the continuation of pre-trial detention. Following the court hearings, the defendant is expected to face sentencing under Kosovo law if found guilty.
