Kosovo Special Prosecutor’s Office Investigates Additional Cases Against Mefail Shkodra; Previously Released on Bail Once

The Kosovo Special Prosecutor’s Office (PSRK) has announced ongoing investigations into two separate cases involving Mefail Shkodra, the suspect linked to the triple homicide in Gjilan, who was previously released on bail once.

According to a statement published by Nacionale, on April 25, 2025, PSRK received notification from the Kosovo Police regarding a criminal complaint filed by B.H. against Mefail Shkodra. Upon receipt, the Prosecutor’s Office immediately initiated investigative actions and authorized police investigators to undertake all necessary legal measures.

The Prosecutor’s Office clarified that no detention request was made during the initial procedural phase, as further investigative steps were needed to verify claims and fully clarify the circumstances. Under Kosovo law, detention may only be requested when sufficient evidence exists and legal criteria outlined in the Criminal Procedure Code are met.

In the earlier case, Mefail Shkodra and E.SH were held in pre-trial detention for four months for multiple offenses, including loan sharking and extortion. Following a defense proposal to replace detention with bail, the Basic Court in Pristina referred the request to PSRK for review. After evaluation, the Prosecutor’s Office supported the change, and the court ruled in favor of bail, citing that legal grounds for continued detention no longer existed.

Additionally, the Prosecutor’s Office has seized nine immovable properties linked to the accused as part of the ongoing investigation.
