Kosovo’s Caretaker Government Approves Multiple Expropriations and Key Budget Measures

The caretaker government of Kosovo held a session today, making several important decisions, most of which concern expropriation of properties for public interest, according to Reporteri.net.

Key Decisions on Expropriations

  1. KEK Expansion Project: Approved the continued review of expropriation requests for immovable properties affected by the surface coal mine expansion project, aimed at increasing energy production capacity for the Kosovo Energy Corporation (KEK).
  2. AKP-Managed Properties: Multiple expropriations of former socially-owned properties managed by the Kosovo Privatization Agency (AKP) were approved for public interest, including:
    • Construction of the Sports and Culture Center in Ferizaj
    • Sports fields and recreational areas in Gjakova (Dardania and Trakaniq areas)
    • Educational and sports facilities in Dushanovë, Prizren
    • Projects for government institutions using properties of former Industria e Mobilieve “Përparimi”
  3. KOSTT Energy Projects: Expropriations approved for properties affected by the 110kV overhead line project (Parku me Erë – Zatriqi), supporting renewable energy development.
  4. Air Navigation Needs: Expropriation of several properties in Lipjan, Rahovec, Pristina, and Mitrovica for air navigation infrastructure.
  5. Road and Infrastructure Projects: Approved expropriations for road rehabilitation and expansion projects, including:
    • R-118 National Road in Mushtisht, Suhareka
    • Korishë – Kabash road connection to R-118
    • Outer Ring Road of Gjilan connecting to N25.2, N25.3, and R7.1 highway
  6. Housing Projects: Final approval of expropriations for the Affordable and Social Housing Project in Podujeva (131 units, €13.6 million) and the “FLLOWS” water supply project in Gjilan (€15 million).

Other Budgetary and Policy Measures

  • €2.04 million allocated to subsidize textbooks and educational materials for the 2025/2026 school year.
  • Updated the implementation of EU and US sanctions packages (15–18) against Russia and Belarus.
  • Established the Foreigners’ Appeals Commission to ensure fair treatment of complaints from non-citizens in Kosovo.
  • Allocated €3 million for infrastructure projects under the Economic Revival Package (road rehabilitation).
  • Approved the transfer of €904,265.48 in unspent funds from 2024 for energy contingency and socio-economic crisis mitigation measures.
  • Provided €147,300 for five strategic initiatives supporting economic development and Kosovo’s international reputation.

Context

During the session, Caretaker Prime Minister Albin Kurti addressed the US decision to suspend the Strategic Dialogue with Kosovo, stating that relations with Washington remain strong despite some differences. He also criticized opposition parties for exaggerating the issue.
