Kosovo’s KSF Transition Plan: Air Fleet Development Options Now Under Consideration

The Ministry of Defense of Kosovo has announced the commencement of generating options for the development of an air fleet as part of the Comprehensive Transition Plan for the Kosovo Security Force (KSF). This step represents the third phase in the development of Kosovo’s military capabilities, as KSF continues its transformation into a fully equipped armed force within a ten-year period, culminating in 2028.

In a response to KALLXO.com, the Ministry of Defense highlighted that while the process has begun, further details regarding this phase cannot be disclosed to the public at this time. The Ministry’s media advisor, Ejup Maqedonci, stated that the third phase of developing the air fleet is a complex process, with options currently being developed. More specific details will be shared at a later stage.

KSF’s Transformation into Armed Forces

The transformation process for KSF has now entered its seventh year, following the initiation of the ten-year plan, which began in December 2018 when the Kosovo Assembly approved legal amendments to expand KSF’s mandate. This transformation aims to enhance KSF’s capacity to address security threats and challenges, while further integrating Kosovo into international security mechanisms, including NATO.

Increased Budget for the Ministry of Defense

In line with the growth and strengthening of the KSF, the Ministry of Defense’s budget has seen significant increases. For 2025, the projected budget has been raised by 55 million euros compared to 2024, reaching a total of 208 million euros. This increase reflects Kosovo’s government commitment to strengthening its military capabilities in an effort to ensure stability and territorial defense.

In 2024, Kosovo’s total budget was 3.314 billion euros, while in 2023, it stood at 3.212 billion euros. The 2025 increase will be even more substantial, with an additional 294 million euros allocated for defense, aiding the fulfillment of KSF’s modernization objectives.

Initial Steps for the Military Industry

On November 27, 2024, Kosovo’s Prime Minister, Albin Kurti, signed a decision to establish an Inter-Ministerial Commission tasked with evaluating and initiating procedures for the opening of a munitions factory and laboratories for designing unmanned aerial vehicles (UAVs). This move is part of efforts to develop Kosovo’s domestic military industry, which will support KSF’s operations and enhance its capabilities.

Prime Minister Kurti emphasized that the rapid armament and strengthening of KSF requires ensuring full operational readiness and sustainability for the armed forces. He also stated that this is a historic moment for developing Kosovo’s domestic defense industry.

Commitment to Security and NATO Cooperation

As part of efforts to strengthen KSF, a crucial agreement was signed in 2013 between Kosovo and NATO, ensuring that KSF would not operate in the northern territories of Kosovo without prior approval from KFOR. This commitment has been respected thus far, although Prime Minister Kurti has occasionally commented on this agreement.

In a time of uncertainty and numerous challenges, the process of building Kosovo’s Armed Forces remains a national priority, with a focus on developing military capabilities, safeguarding sovereignty, and strengthening security, as well as further integrating Kosovo into international security frameworks.
