Kosovo’s Special Prosecution Launches Investigation into Contract for New Ibër River Bridges

Mitrovica, July 9, 2025 – The Special Prosecution Office of the Republic of Kosovo has officially confirmed the launch of an investigation into the contract for the construction of two new bridges over the Ibër River in Mitrovica — a high-profile infrastructure project that entered implementation on July 1 with the ceremonial laying of foundation stones.

In a statement to the media, the Special Prosecution clarified that it does not hold a role in approving or assessing infrastructure projects but is legally obligated to act when there are suspicions of public fund misuse.

“The Special Prosecution does not have the mandate to evaluate or approve infrastructure projects,” the statement reads. “However, our role is to act in accordance with the law whenever there are suspicions of misappropriation of public funds.”

According to the prosecution, five prosecutors are currently reviewing nearly 2,000 single-source contracts. In light of this, the office has authorized the Kosovo Police to carry out preliminary investigative actions to determine the factual circumstances surrounding the case, as prescribed by the Criminal Procedure Code.

The investigation, the Prosecution emphasized, is not a political or procedural challenge to the bridge project itself, but part of its institutional duty to uphold the law and protect the public interest.

“This investigation is not an objection to the project but a fulfillment of legal obligations aimed at ensuring proper and lawful administration of public resources,” the statement concludes.

The bridge project, seen as both symbolically and logistically significant, has sparked intense debate within Kosovo and in the region, especially given its sensitive location over the Ibër River in ethnically divided Mitrovica.
