Prishtina, July 28, 2025 — The Supreme Court of Kosovo has annulled Regulation No. 04/2025, declaring it illegal and thereby overturning amendments related to the establishment and operation of the National Coordinator for Combating Economic Crime.
The decision, marked under case P.A. nr. 10/2025, was issued following a public hearing held on July 14, 2025, where both parties were present.
The legal challenge was filed by Shqipdon Fazliu from Gjilan, represented by the law firm “Kërveshi & Partners”, specifically attorney Kujtim Kërveshi. The defendant in the case was the Kosovo Prosecutorial Council (KPK), represented by Besë Mujaj, Acting Head of the Legal Representation Division in the KPK Secretariat.
According to the court’s verdict, the contested regulation — dated April 30 and May 5, 2025 — which modified the existing legal framework for the national coordinator role, was in conflict with applicable legal standards and thus declared null and void.
“This judgment represents a significant precedent in upholding administrative legality and preventing institutional overreach in the creation of sub-legal acts,” legal experts have commented.
