The Central Election Commission (KQZ), led by its chair Kreshnik Radoniqi, held its 81st meeting of the year, during which it formally approved the full timeline for organizing the early parliamentary elections scheduled for December 28, 2025.

The adopted calendar outlines all procedural stages of the electoral process — from party declarations to the accreditation of observers — ensuring that preparations move forward within the legally mandated deadlines.

Key Deadlines Approved by the KQZ

  • By November 24, 2025: KQZ to set the ceiling on campaign spending.
  • November 24–30, 2025:
    – Declaration of political parties opting not to participate in elections.
    – Declaration of political coalitions for those participating jointly.
    – Application window for political subjects seeking certification to participate.
  • November 24–December 7, 2025: Submission of certified parties’ candidate lists.
  • December 8, 2025: Drawing of lots to determine the order of political subjects on the ballot.
  • November 26, 2025: Appointment of Municipal Election Commission members.
  • November 25, 2025: Publication of all Voting Center locations and Municipal Counting Centers.
  • November 26–December 6, 2025:
    – Changing of designated Voting Centers.
    – Correction and confirmation period for inaccuracies in the voters’ list.
    – Registration period for out-of-country voters.
  • December 10, 2025: Certification of the voters’ list inside and outside Kosovo.
  • December 12–27, 2025: Voting period by mail.
  • December 17–28, 2025 (06:59): Official campaign period for certified political subjects.
  • December 11–21, 2025: Registration period for voters with special needs.
  • By December 16, 2025: Appointment of Polling Station Councils in Kosovo and in diplomatic missions.
  • December 5–20, 2025: Application period for observer accreditation.

The KQZ stated that with this decision, it has finalized the complete framework necessary for the smooth conduct of the upcoming electoral process, ensuring legal and procedural clarity ahead of the December vote.
