The Central Election Commission (KQZ) announced that the printing of ballots for the upcoming Local Elections for Municipal Mayors and Municipal Assemblies, scheduled for October 12, 2025, has officially begun.
The ballots are being printed at the high-security printing facility “Cetis” in Celje, Slovenia, under international standards and supervision. A KQZ delegation led by Chairperson Kreshnik Radoniqi, including members Alban Krasniqi and Muharrem Nitaj, along with the KQZ Secretariat staff, oversees the process. In addition to ballots, candidate lists brochures will also be printed and made available to voters at polling stations.
Diaspora Voting
In the first phase, ballots are being printed for 43,993 registered voters outside Kosovo. These ballots will be sent by post, while the printing of ballots for voters within Kosovo will continue in parallel. The process follows the recent cancellation of a €230,000 postal services tender for diaspora voting.
Scale of the Election Process
For the first round of mayoral elections, 1,800,410 ballots will be printed, with the same number allocated for municipal assembly elections. This total includes:
- Regular polling station ballots
- Conditional voting ballots
- Ballots for voters with special needs
- Reserve ballots
- Postal voting ballots
This figure represents 13% fewer ballots than the total number of registered voters, which, according to the certified voter list, is 2,069,098. Within Kosovo, 2,025,105 voters are registered to vote in person, and 43,993 voters are registered for postal voting from abroad.
The elections will take place in 938 polling centers with 2,625 polling stations, including 910 centers with 2,571 stations for regular voting and 38 centers with 54 stations for conditional voting.
