Kryeziu: If the Serb List Fails to Nominate a Candidate, Rašić Could Be Elected Again

Former Constitutional Court judge Kadri Kryeziu stated that if the Serb List fails to submit a candidate for the Deputy Speaker of the Assembly, Nenad Rašić could once again be elected to this position through the lot-drawing procedure, a mechanism intended to unblock the Assembly’s formation process.

According to Kryeziu, the latest Constitutional Court ruling is clear: in the absence of a proposal from the Serb List, the Assembly may elect a candidate from among the Serb deputies holding guaranteed seats.

“If Rašić receives 61 votes in this process, his election would be entirely constitutional and final, regardless of the Serb List’s stance,” Kryeziu emphasized.

He explained that the Constitution requires the Deputy Speaker to come from MPs occupying seats reserved for the Serb community — but not necessarily from the Serb List.

Kryeziu added that the Assembly has so far followed proper procedures and that any Serb community MP securing a majority vote in the chamber would be considered legitimately and constitutionally elected.
