Gurakuç Kuçi from the Octopus Institute has raised alarms over what he describes as a hybrid war currently taking place in northern Kosovo, aimed at weakening the institutions of the Republic. According to him, several Serbian NGOs, particularly “NGO Aktiv,” are crafting a new narrative as part of a destabilization strategy.
“This is part of a hybrid war that exploits emotional issues to discredit Kosovo’s institutions,” Kuçi stated. He emphasized that although “NGO Aktiv” presents itself as multiethnic, over 90% of its members are from the Serbian community, with only one or two representatives from other ethnicities.
Kuçi warned that after the failed terrorist attacks in Banjska and Zveçan, these actors are now employing “soft power” tactics to depict Kosovo Police negatively—specifically by accusing officers of harassing women and girls in the north.
“They aim to delegitimize the Kosovo Police and provoke intervention from KFOR and EULEX by portraying Albanians as aggressors,” Kuçi declared.
He argued that this narrative manipulation is designed to pave the way for the return of parallel and terrorist structures tied to Milan Radoičić, by weakening the presence and legitimacy of Kosovo’s official institutions.
“These structures prefer KFOR and EULEX presence because they are less familiar with the local terrain and tactics compared to the Kosovo Police,” he added.
Kuçi concluded by warning that the ultimate goal is to create a new political reality in the north, where Kosovo institutions hold less control and destabilizing elements regain influence.
