Kurti: I Assure You, Those Accused in the Ibër–Lepenc Attack Are Part of Illegal Serbian Structures and Linked to Millan Radoiçiq

Acting Prime Minister of Kosovo, Albin Kurti, reacted following the indictment filed by the Special Prosecution of Kosovo against three individuals suspected of carrying out the terrorist explosion at the Ibër–Lepenc canal on November 29, 2024.

Kurti stated that investigations by Kosovo’s security institutions, in cooperation with the FBI, have secured evidence placing the accused at the scene and confirming that they are members of illegal Serbian structures.

He reiterated that the attack originated from Serbia and that the suspects are linked to Millan Radoiçiq and Serbian state structures, which, according to Kurti, planned and ordered the terrorist act. He emphasized that, despite official efforts by Belgrade to deny responsibility and mislead public opinion, the judicial process will confirm the findings of Kosovo’s institutions.

Kurti expressed gratitude to Kosovo’s security institutions, international partners especially the United States and citizens for their contribution to ensuring Kosovo’s security and integrity.

  • Following close cooperation and a successful investigation by Kosovo’s relevant intelligence and security institutions, the Special Prosecution of the Republic of Kosovo filed an indictment on December 8, 2025, against three individuals connected to the terrorist explosion at the Ibër–Lepenc canal on November 29, 2024.
  • As stated in the emergency press conference shortly after the attack, based on information received from security institutions, the attack originated from Serbia, our northern neighbor, aggressive and hostile.
  • The investigation has confirmed that the three accused Serbs were present at the scene on the critical night. Kurti thanked Kosovo’s institutions and the U.S. FBI for their professional work in this case.
  • Based on intelligence information, the accused are part of illegal Serbian structures and involved in executing the attack.
  • The judicial process will demonstrate that the accused are closely linked to Millan Radoiçiq, an associate of Serbian President Vučić, and to other Serbian state structures that planned and ordered the terrorist attack.
  • Despite official denial from Belgrade and hybrid disinformation campaigns to cast doubt on the perpetrators or motives, the indictment and case outcome will, without doubt, confirm the assessments of Kosovo’s institutions, which Kurti had previously conveyed in press conferences on November 29, 2024, and December 24, 2024, as well as during his visit to Varagë.
  • Kosovo’s territorial integrity, state sovereignty, and the rule of law for all citizens, without exception, are core values we defend day and night and will never compromise. This case demonstrates that terrorism in Kosovo, no matter how insidious, will not go unpunished, nor will disinformation go unchecked.
  • Kurti thanked security institutions, international partners especially the United States other actors, and citizens for their contributions toward a safer, peaceful, and stronger Kosovo, economically, legally, integratively, and democratically.
