Lawyer Koci Responds to President Osmani: “A State Cannot Be Built on Fear”

Lawyer Arianit Koci has responded to President Vjosa Osmani’s recent appeal for citizens to avoid traveling through Serbia, stating that such warnings are insufficient without concrete measures to protect citizens.

Koci acknowledged that concerns about arbitrary arrests by Serbian authorities are understandable but stressed that institutions must act with clear plans.

“The concern is legitimate. The risk is real. But a state cannot be built on a climate of fear, nor on messages that unintentionally produce a sense of surrender,” Koci wrote.

He emphasized that warnings must be accompanied by practical actions, otherwise they only create insecurity among citizens.

“When you say ‘do not go,’ you must also explain ‘how we will protect you’ and ‘what solutions we are offering.’ Otherwise, the warning remains incomplete,” Koci said.

Koci outlined steps he believes the state should immediately take, including:

  • Ensuring alternative routes for the diaspora
  • Providing consular protection for citizens
  • Coordinating with friendly countries
  • Applying diplomatic pressure on Serbia

“This is how a serious state acts: calmly, with plans, responsibly. Without retreating, without fear, without yielding,” he added.

He concluded by stressing that he opposes defeatism, and that Kosovo has advanced by opening opportunities, not closing them.

“Patriotism is not about scaring people. Patriotism is about protecting them,” Koci stated.
