The Central Election Commission (CEC) has announced the start of voter registration for individuals with special needs, ahead of the local elections for mayors and municipal assemblies scheduled for 12 October 2025.
đ The CEC confirmed that on election day, mobile teams will be engaged in every municipality to assist registered voters with special needs, ensuring they can exercise their right to vote.
I. Registration of Voters with Other Needs (7 September â 7 October 2025)
These include voters with legal capacity who, due to physical disability or other impairments, cannot go to polling stations.
- Registration can be done electronically via: vpnv.kqz-ks.org
- Or physically at the Municipal Election Commission (MEC) in the voterâs municipality.
II. Registration of Voters Under Special Circumstances (7 September â 7 October 2025)
This category includes voters under house arrest or those who, for security reasons, cannot vote at polling stations.
- Registration is possible online through the CEC platform or by request from their homes.
III. Registration of Institutionalized Voters (Until 15 September 2025, with updates until 2 October 2025)
Institutionalized voters are those with legal capacity but residing in institutions, including:
- Hospitals
- Elderly homes or special mental health care facilities
- Prisons and detention centers
The CEC, in cooperation with relevant institutions, will ensure proper registration and verification of these voters. Additionally, institutionalized voters may register individually through the CEC electronic platform.
