LVV Sends PZAP Decision on Serb List to Supreme Court

Vetëvendosje (LVV) has submitted the decision of the Electoral Complaints and Appeals Panel (PZAP) to the Supreme Court, after it instructed the Central Election Commission (CEC) to certify the Serb List for participation in the October 12 local elections.

According to the LVV appeal, CEC members Sami Kurteshi and Alban Krasniqi voted against certifying the Serb List, citing their legal discretion under Article 63 of the General Elections Law. LVV argues that the PZAP ruling demonstrates that the CEC decision was not properly grounded in law, and there was no convincing evidence that the candidates violated Article 29, which sets eligibility criteria for election candidates.

The PZAP decision annulled the CEC’s August 21 ruling, which had refused certification of some Serbian List candidates, claiming they did not meet legal requirements.

LVV deputies opposed the PZAP ruling, with Hekuran Murati calling it a “scandalous move”, while Albulena Haxhiu indicated that the party might escalate the matter to the Supreme Court.

The Serb List had boycotted the previous local elections, allowing Albanian mayors to take control of the four northern Serb-majority municipalitiesNorth Mitrovica, Leposaviq, Zvecan, and Zubin Potok—since May 2023.

If certified, the Serb List is expected to reclaim all four northern municipalities in this year’s elections.
