French President Emmanuel Macron emphasized that Ukraine will need to engage in “real negotiations” over territorial issues to find a solution to the ongoing conflict caused by Russia’s invasion in 2022.

In a speech at the annual French ambassadors’ conference, Macron stated, “Only Ukrainians can negotiate territorial issues and lead the way toward a resolution of this conflict.” He stressed the importance of U.S. support in shifting the situation’s dynamics and persuading Russia to come to the negotiating table.

Europe’s Role in Ukraine’s Security

Macron also highlighted Europe’s responsibility to provide “security guarantees” for Ukraine, which he said would be a key aspect of European efforts. “Europe must act quickly to strengthen its defense industry in the face of growing threats,” he warned. He added that Europe must decide whether it is willing to produce the security resources necessary for the next 20 years or risk becoming strategically dependent on American defense and technology.

The Iranian Threat and Global Challenges

Additionally, Macron addressed the growing security challenge posed by Iran, describing it as a “major strategic and security challenge” for France, Europe, and the broader region. He reiterated that the acceleration of Iran’s nuclear program is pushing the world to a breaking point.

“An accelerating Iranian nuclear program brings us very close to a tipping point,” Macron noted.

Syria and Kurdish Support

On Syria, Macron acknowledged the need for a realistic approach to regime change, vowing that France would not abandon its Kurdish allies in the fight against terrorism. “France will support a long-term transition in Syria that promotes a sovereign, free Syria that respects its ethnic, political, and religious pluralism,” Macron assured.
