Defense Minister Ejup Maqedonci stated that today the Ministry of Defense marked an important step in the long-term development of the Defense System Management Strategy through the signed Regulation on defining the Planning, Programming, Budgeting, and Execution process in the Ministry of Defense and the Kosovo Security Force.
“This essential document for the development of institutional defense capacities over a long-term period was drafted following a detailed analysis between the Ministry of Defense and the KSF, supported by the American Embassy through the engagement of the PPBE advisor, Joe Duncan, within the Global Defense Reform Program,” Maqedonci said.
“The regulation, in addition to clarifying each step from planning to execution of activities that directly support the implementation of the General Transition Plan, also defines responsibilities, decision-making authority, management and coordination methods, and monitoring within the Ministry of Defense and KSF,” Maqedonci added.
He further noted: “Through the implementation of the regulation, the cyclical PPBE process will be more effective and efficient in managing, distributing, and using defense resources, which will be routinely implemented with the aim of enhancing capabilities to fulfill the constitutional and legal mission of the Ministry of Defense and the Kosovo Security Force, as a valuable ally of NATO in the future.
