Minister Kusari-Lila Initiates Procedure for “Price Cap” Draft Law

Minister of Industry, Entrepreneurship, Trade, and Innovation, Mimoza Kusari-Lila, announced that she has formally initiated the procedure for the Draft Law on Price Caps.

In a Facebook post, Kusari-Lila stated:

“Following the approval of the legislative agenda by the Government of Kosovo and considering the importance of this draft law, as well as Prime Minister Albin Kurti’s commitment to its adoption early in the new mandate, today I signed the initiation of the procedure for the Draft Law on temporary measures for essential products in case of economic crises (Price Cap Law).”

She emphasized that this initiative is a necessary step to protect consumers and ensure market stability.

“This draft law establishes a legal framework for rapid and fair intervention when facing sudden price increases, shortages of essential goods, or supply disruptions,” Kusari-Lila wrote.

She clarified that the law’s objective is not arbitrary market interference, but to shield citizens from abuse and speculation during crises.

“The measures are temporary, proportional, and aimed at maintaining economic stability. By addressing previous remarks from the Constitutional Court, we are building a stronger, sustainable, and legally solid framework. In a period when inflation has affected every household, the state must act as a guarantor of balance between the free market and public interest,” she added.

The initiative follows the Government of Kosovo’s approval of the 2026–2028 Draft Law Program, in which Prime Minister Albin Kurti highlighted the priority of advancing both the Draft Law for the State Bureau for Confiscation of Unjustified Property and the new Price Cap Law.
