Montenegro Disciplinary Action Against Soldier Arrested in Kosovo With “Kosovo is Serbia” Plates

The Montenegrin Ministry of Defense has confirmed that disciplinary measures have been taken against a soldier arrested last year in Deçan, Kosovo, after being caught driving a car with license plates reading “Kosovo is Serbia.”

The incident involved Rajko Krivokapić, another soldier Dragutin Llallatović, and a civilian identified only by the initials M.J. They were arrested in November 2023 under suspicion of “inciting hatred and intolerance.”

Although the Special Prosecution of Kosovo dropped the investigation in January, Montenegro’s Defense Ministry stated that internal measures were applied in accordance with national laws. According to local media Vijesti, Krivokapić was reportedly fined, while another soldier has since left the army.

The ministry clarified that Krivokapić’s punishment was linked not only to the political message of the plates but also to his unauthorized travel to Kosovo without notifying his superiors.

This case had sparked attention in both Kosovo and Montenegro, highlighting ongoing sensitivities around nationalist symbols and cross-border military conduct in the region.
