Murati: RTK Risks Having No Funding Until the Beginning of March

Hekuran Murati, the Acting Minister of Finance, called on opposition MPs who have been boycotting the session to return and approve the items on today’s agenda, including the budget for RTK and other key points, because according to him, these budgets and financial decisions directly concern the citizens of Kosovo.

Murati further outlined the consequences if these agenda items are not approved today.

He also addressed the RTK budget, emphasizing that its allocation requires the functionalization of the Committee on Budget, Labor, and Transfers. According to him, there are no legal or constitutional obstacles to approving RTK’s budget only political ones.

“If this does not happen today, the problem will become even more complicated. Even if we enter the next year without a budget, while the rest of the public administration could rely on the Law on Public Finances which allows the allocation of 1/12 of the budget for the first two months, January and February for RTK this cannot apply, because the committee will not be functional. In the absence of a Committee and without approval of RTK’s budget, RTK risks remaining without funding until the beginning of March. This would be catastrophic for the institution,” Murati stated.

“As for the budgets of the three municipalities, there are millions of euros in accumulated invoices and liabilities, leaving economic operators and public enterprises without payment. If the budget for this year is not approved and these funds are not allowed to be spent, then these obligations will be carried over into the next fiscal year and will end up in enforcement,” Murati added.
