Musliu: Serbia Using MTS Network to Destabilize Kosovo

Security expert Agim Musliu asserts that Serbia is actively using the MTS network to destabilize Kosovo. Musliu stated via Facebook that the recent bomb threat against the Kosovo Assembly is part of an ongoing hybrid warfare campaign waged by Serbia against Kosovo through threats and support for criminal structures.

MTS Network Implicated in Hybrid Warfare

Musliu emphasized that the MTS operator, which functions in Kosovo under an EU-brokered agreement, has a legal obligation to transfer requested data to Kosovo’s security institutions, but has “in practice refused cooperation.” He cited the case of Oliver Ivanović’s murder, where MTS reportedly deleted important data that could have helped clarify the event. Furthermore, he noted reports of illegal increases in frequency capacities.

“This case is part of a continuous campaign of hybrid warfare that Serbia wages against Kosovo through threats and support for criminal structures,” Musliu wrote in his full post.

He detailed that on July 5, 2025, the Assembly of the Republic of Kosovo received a bomb threat from Serbian territory via an MTS network number. Rapid investigations revealed the number was registered to Serbian citizen Lazar Živković, who shares extremist content online, including glorifying war criminal Ratko Mladić. Although the bomb threat was found to be false, Musliu stressed that the threat itself, targeting the highest state institution, represents a destabilizing act with clear political motives.

Call for Action Against MTS

In light of this situation, Musliu urged relevant institutions to take concrete measures, re-evaluate the implementation of the telecommunication agreement, and ensure that all operators fully comply with the constitutional and legal order of the Republic of Kosovo.
