Agim Musliu explains how investigations and evidence uncovered the Serbian BIA’s spy network in Kosovo, including the arrest of Jelena Đukanović for espionage.


Agim Musliu, Chairman of the Board of the “Octopus” Institute, has reacted following the arrest of Serbian suspect Jelena Đukanović for espionage. Musliu revealed the chain of espionage operations, highlighting that the investigations were based on concrete facts, which led to the exposure of the Serbian BIA’s intelligence network operating in Kosovo.

In addition to the arrested suspect, Musliu mentioned two other individuals, Gajtanović and Vlajić, as part of this espionage network. Through a Facebook post, Musliu detailed the dismantling of this network with supporting arguments and facts, commending the work of Kosovo’s security and intelligence agencies.

“This is a channel of the Serbian BIA in Kosovo, exposed step by step: GAJTANOVIĆ (BIA, Serbia), VLAJIĆ(Kosovo, north illegal structures), ĐUKANOVIĆ (Kosovo, OSCE). This has been deconstructed with evidence and institutions, step by step,” wrote Musliu.

Musliu emphasized that further arrests are expected, though not all institutions have been fully unraveled yet. He also explained that when an individual is arrested for espionage, the investigation is usually initiated at least a year earlier by the prosecutor and around three years ago by intelligence agencies.

Jelena Đukanović, the primary suspect, is believed to have acted in cooperation to commit espionage under Article 124, Paragraph 3, in connection with Article 31 of the Penal Code. She was arrested on February 28 in the Mitrovica region.
