National Audit Office Reviews Effectiveness of Prishtina’s Central Heating Service by ‘Termokosi’

The National Audit Office (ZKA) has conducted an audit on the effectiveness of the central heating service provided by Termokosi for the period 2023–2025.

According to ZKA, the objective of the audit is to assess whether Termokosi Public Enterprise Sh.A. manages the thermal energy distribution network effectively, ensuring equitable supply, accurate metering, and consistent heating for consumers.

The audit also aims to identify deficiencies affecting service quality, reliability, and cost efficiency of Prishtina’s public central heating system, which covers over 2.1 million square meters of residential, commercial, and institutional space.

ZKA noted that despite previous investments, the system continues to experience high network losses and uneven heating distribution, generating numerous consumer complaints and directly impacting the quality and reliability of the service.

“The audit responds to concerns raised by media and citizens, highlighting persistent challenges in the central heating network that affect both service efficiency and customer satisfaction,” the ZKA statement reads.
