NATO is preparing a major overhaul of its military capabilities, as European officials warn that Russia could be ready to attack a NATO member by 2029. The negotiations will determine the forces, weapons and funding needed to strengthen the Alliance’s defenses across its 32 member states.

According to Politico, five key challenges will shape the process:

  • Military readiness: How many troops, brigades and weapons does NATO actually need to deter Russia?
  • The US military presence: How will Europe fill critical capability gaps if the Trump administration reduces American forces and support in Europe?
  • Geographic priorities: Can NATO balance the Russian threat in the east with security challenges in the Arctic, the Black Sea and its southern flank?
  • Drones vs. traditional weapons: How much should the Alliance invest in autonomous systems and artificial intelligence while maintaining tanks, artillery and conventional forces?
  • Lessons from Ukraine: How can NATO benefit from Ukraine’s battlefield experience and rapid technological innovation without simply copying its war strategy?

The negotiations come at a critical moment for transatlantic security. With uncertainty surrounding America’s future military commitment to Europe, NATO allies face growing pressure to increase defense spending, expand domestic arms production and take greater responsibility for their own security.

Ukraine’s experience has demonstrated the growing importance of drones, battlefield intelligence and rapid technological adaptation. The challenge for NATO is to integrate these lessons while preserving the conventional capabilities needed to deter and defeat a potential large-scale attack.

The central question is whether Europe can build the military strength to defend itself if American support becomes more limited — and do so before 2029.
