Next week begins the espionage trial against former OSCE official

The Basic Court in Pristina has scheduled September 16, 2025, as the date for the initial hearing in the case of Jelena Gjukanović, a former official of the OSCE mission in Kosovo, who is charged with espionage.

This was confirmed by court spokesperson Melihate Gashi.

“Referring to your request regarding the initial hearing of the J.Gj. case, the presiding judge has informed us that the session is scheduled to take place on 16.09.2025 at 09:00,” said Gashi.

The Special Prosecution of the Republic of Kosovo (SPRK) filed an indictment against Gjukanović on September 4, 2025, accusing her of assisting the Serbian Security and Intelligence Agency (BIA) with sensitive information.

“J.Gj. is accused that, until her arrest on 28.02.2025, in her role as an OSCE Mission official in Kosovo, she knowingly and deliberately carried out repeated actions that actively supported the intelligence activities of a foreign service, namely the BIA of Serbia,” stated the Prosecution.

Gjukanović is alleged to have obtained and distributed sensitive documents and information in favor of BIA.

“The accused, who held the position of ‘National Program Officer’ at the OSCE Regional Center in Mitrovica, is charged with securing and sharing sensitive documents and information for the benefit of BIA. These actions, according to the Prosecution, endangered Kosovo’s constitutional order and national security, as well as the lives and safety of state officials, citizens, and OSCE international staff in Kosovo,” SPRK said.

The Prosecution further stated that the accused acted under the instructions of Aleksandar Vlajić, who has already been convicted of espionage. Moreover, she allegedly contributed to building a hostile narrative against Kosovo’s security institutions, statehood, and territorial integrity.

“From her OSCE position, and based on instructions received from the now-convicted A.V., during official meetings and drafting of OSCE reports on the political and security situation in Kosovo, J.Gj. also contributed to creating a hostile narrative against Kosovo’s institutions,” the Prosecution added.

According to the evidence, Gjukanović transmitted the information to senior BIA officials, including R.G., head of BIA for the Novi Pazar region, and officer L.B., with whom she met on several occasions in Belgrade.

The Special Prosecution has requested that the Court extend her pre-trial detention and, after the trial, declare her guilty of the criminal offense and sentence her in accordance with the law.
