No Assembly Session Expected Soon for New Government Formation, Albin Kurti Heads to London

Over the next two days, no parliamentary session is expected to be held regarding the formation of Kosovo’s new government, as the Assembly of Kosovo will not be convened today, tomorrow, or the day after.

Meanwhile, Acting Prime Minister and Prime Minister-designate Albin Kurti will travel to London to represent Kosovo at the Berlin Process Summit, taking place on October 22.

The Berlin Process aims to accelerate the integration of Western Balkan countries into the European Union (EU) by strengthening regional cooperation and providing political, economic, and technical support from EU member states, particularly Germany.

A few days ago, President Vjosa Osmani officially mandated Albin Kurti to form the new government, following the proposal from the Vetëvendosje Movement, which won the largest number of seats in the February 9 elections.

According to the President’s statement:

“Under the Constitution, the Prime Minister-designate, Mr. Kurti, is required to present to the Assembly the composition and program of the government for approval no later than fifteen (15) days from the date of the decree.”

Kurti’s nomination became possible only after the Kosovo Assembly completed its prolonged constitutive process, electing Nenad Rashiq as Deputy Speaker representing the Serbian community — not from the Serb List, which continues to claim that the position rightfully belongs to it as the largest Serb parliamentary group with nine deputies.

Despite months passing since the elections, Kosovo remains under a caretaker government. The Serb List has challenged Rashiq’s election before the Constitutional Court, which confirmed to lajmi.net that it has already received the appeal and will review it in due course.

Recently, Kurti stated that the final date to present his new cabinet before the Assembly is October 26, adding:

“The last possible day for the Assembly session where I will present the new government cabinet is October 26. Very soon, within this week, we will start communication and discussions regarding the central government.”

Kurti also emphasized that if a new government is not formed, he is ready for new elections:

“We are preparing for the Kurti 3 government; if that doesn’t happen, we are ready for new elections. Our readiness is complete, but our main plan remains for Kurti 3.”

If Kurti fails to secure 61 votes by October 26, President Osmani will, within 10 days, invite political parties for consultations and may, at her discretion, assign the mandate to another candidate who can prove they have the parliamentary majority.

Meanwhile, the PDK, LDK, AAK, and Nisma have all expressed varying degrees of openness to potential cooperation with Vetëvendosje, which has also signaled readiness to include non-Serb minority representatives in the formation of the new government.
