Ombudsperson Warns: Parliamentary Deadlock May Persist Even After Constitutional Court Ruling

Kosovo’s Ombudsperson, Naim Qelaj, has expressed deep concern over the ongoing institutional deadlock in the country, warning that the current parliamentary blockade could continue even after a ruling by the Constitutional Court.

In an interview with Ekonomia Online, Qelaj emphasized that the solution lies in the political will of the parties currently represented in the Assembly, rather than solely in judicial intervention.

“I believe the solution depends on the political will of the parties in Parliament. I don’t consider the judiciary as the main path to resolving this issue. Naturally, the court may issue a ruling, but this blockage might persist even after the Constitutional Court’s decision,” said Qelaj.

He stressed that the absence of functional institutions is significantly harming public interest and eroding citizens’ trust in the democratic system.

“My appeal is for the political actors to reach an understanding, agree, and find a solution—either by forming institutions or through other legitimate means. But they must not maintain the status quo, as it damages not only the public but also the institutions themselves by undermining public confidence,” he added.

Kosovo has been facing a prolonged institutional impasse since the failure to elect a Speaker of the Assembly, with parties unable to agree on forming a government following recent parliamentary elections.
