Orav: The EU Sees Kosovo Not Only as a Partner, but as an Integral Part of the European Integration Process

The Head of the European Union Office in Kosovo, Aivo Orav, stated that 2026 must deliver functional institutions and tangible progress for the Republic of Kosovo, particularly in economic development, the fight against corruption, education, healthcare, and environmental protection.

Orav emphasized that he expects the formation of a new government following the December elections, stressing that Kosovo cannot afford another institutional deadlock.

He underlined that Kosovo’s alignment with the EU’s Common Foreign and Security Policy, including full support for sanctions against Russia and Belarus, goes beyond a political stance. According to Orav, this alignment reflects a principled commitment to the European Union and a clear readiness to contribute to Europe’s security.

“This also demonstrates adherence to European values in challenging times, which is essential for presenting Kosovo as a credible and reliable partner, especially at a moment when EU enlargement and gradual integration policies have gained renewed momentum,” the EU Ambassador said.

Orav further noted that since 1999, the European Union has invested over €3.7 billion in Kosovo, making it Kosovo’s strongest partner and largest financial assistance provider. He added that EU investments are expected to increase year by year.

In an opinion published on Koha.net, Orav stressed that the EU views Kosovo not merely as a partner, but as an integral part of the European integration process.

He concluded by stating that the European Union needs a stable and trustworthy partner, capable of implementing reforms and honoring commitments, including those related to the EU-facilitated dialogue for the normalization of relations between Kosovo and Serbia.
