OSCE Reacts on the Non-Certification of Serbian List for Local Elections: Democratic Pluralism at Risk

The OSCE Mission in Kosovo has reacted to the Central Election Commission’s (CEC) decision not to certify the Serbian List for the local elections scheduled on October 12, stressing the importance of full participation of all communities in the electoral process and the preservation of democratic pluralism.

In its statement, the OSCE emphasized that “the right to participate in free and fair elections is a cornerstone of democratic governance and an essential element of inclusive political life.”

The organization further warned that “excluding political actors undermines democratic pluralism, weakens trust in institutions, and reduces opportunities for all communities to be fairly represented.”

The OSCE reiterated the critical importance of full and genuine participation by all communities, noting that this is vital for the long-term stability, integrity, and resilience of democracy.

The Mission also confirmed it will continue closely monitoring the situation, including any legal proceedings that may arise through the Election Complaints and Appeals Panel (ECAP) in response to the non-certification of the Serbian List.
