Kosovo President Vjosa Osmani has scheduled April 15, 2025, as the date for the constitutive session of the Assembly of Kosovo, as confirmed by the Office of the President through an official announcement.
“President of the Republic of Kosovo, Vjosa Osmani, in accordance with constitutional authorizations and legal deadlines, has convened the first meeting of the Ninth Legislature of the Assembly of Kosovo for April 15, 2025,” the statement reads.
Key Steps in the Constitutive Session:
- The session will be chaired by the oldest and the youngest elected deputies present.
- The Assembly will elect its Speaker, nominated by the largest parliamentary group, in this case, Lëvizja Vetëvendosje, as stipulated by Article 67 of the Constitution.
- The Speaker must secure a majority vote (61 out of 120 deputies).
- Five Deputy Speakers will also be elected: three from the largest parliamentary groups and two from non-majority communities.
Next Steps: Government Formation
Following the Assembly’s constitution, the next major task will be forming the government. The president will invite parliamentary parties for consultations before proposing a candidate for Prime Minister.
As per Article 95 of the Constitution:
- The president will propose a candidate in consultation with the winning party or coalition with the necessary majority to form a government.
- The designated candidate must present the government composition within 15 days of receiving the mandate.
- The government is elected by a majority vote (61 out of 120 deputies).
- If the first attempt fails, the president must nominate a new candidate within 10 days.
- If the second attempt also fails, new elections will be announced, to be held within 40 days.
This session marks the beginning of the new legislative term, setting the stage for crucial political decisions in Kosovo.
