Osmani: I Only Respected the Constitution, I Did Not Cause the Delays

The President of Kosovo, Vjosa Osmani, stated that she had been optimistic that the session to vote for the second mandate for Prime Minister would be called earlier, rather than waiting until the final day of the deadline, November 19, which falls on Wednesday.

Osmani emphasized that she cannot predict the outcome of the session, where Glauk Konjufca is set to be voted as the second mandate holder from the Vetëvendosje Movement to form the next government, reports Ekonomia Online.

“As you know, the invitation for the session can also be made as an extraordinary session with 40 deputies’ signatures, and I am confident it will be called on time to respect constitutional deadlines. On the other hand, I cannot predict the result of the vote. The important thing is that the session is convened within that deadline. Afterwards, it is up to the deputies and political parties to discuss among themselves; these are processes in which I have not intervened previously nor am I doing so now. Regarding the session invitation, that was my optimism—I believe others did not share the same optimism. I had hoped it would be called earlier based on our conversations. Today is Monday, and Wednesday is the final date for the session. But, as I said, it is up to the party deputies. What matters is that the session is convened within the constitutional deadline, and as long as it is within that period, there is no violation,” Osmani told reporters.

Osmani reiterated that no guarantees were required, but she assessed that Konjufca had a strong chance of being confirmed as the second mandate holder.

“Regarding the signatures, this was never a matter of guarantees. The Constitution or a decision by the Constitutional Court does not require signatures. If there were two candidates, it would then be clear who had a better chance. However, since there is only one proposal, it is assessed whether that candidate has a strong possibility, and based on what Prime Ministerial candidate Konjufca has expressed, I, as President, have evaluated that he does,” she said.

President Osmani emphasized that she only respected the Constitution and noted that others were responsible for the delays that lasted nine months.

“The Constitution is clear: if the first mandate fails, it moves to the second. I have done nothing other than respect the Constitution. And let us not forget that there was a nine-month delay, which I did not request, support, or cause as President. For nine months, political parties were given time. I hoped they would show patience for these two weeks. At no point was it my intention to cause delays; they were caused by others. For nine months we waited. Now the process is coming to an end, and we will see what happens,” Osmani said.
