President Vjosa Osmani declared that Kosovo is approaching artificial intelligence (AI) with a clear vision and determination, emphasizing that the state is ready to fully embrace this technology through investment in skills, modernization of education, and creation of a regulatory environment that fosters innovation while safeguarding human dignity.
Speaking at the World Governments Summit in the United Arab Emirates, Osmani warned that technology without values represents power without responsibility. She highlighted that AI, if left unguided, can deepen societal divisions. However, when managed wisely, it can expand opportunities, democratize knowledge, and elevate human potential.
“Kosovo does not approach AI with fear, hesitation, or half-measures. We approach it with clarity and conviction. We are ready to fully embrace it, invest in skills, modernize education, open our institutions to innovation, and create a free regulatory environment that encourages progress while protecting human dignity. Technology without values is power without responsibility. AI, if left unguided, can deepen divisions, but with wise governance, it can expand opportunities, democratize knowledge, and elevate human potential,” Osmani said.
President Osmani also spoke about building independent, professional, and resilient institutions, stressing that Kosovo is committed to strengthening them, a progress increasingly recognized internationally.
She highlighted Kosovo’s growing global connectivity, facilitated through visa-free agreements, including with the UAE, as well as free trade agreements with the EU, EFTA countries, Turkey, and other markets.
“Kosovo today is more connected to the world than ever. Through an expanding network of bilateral visa-free regimes, including the UAE and many other countries, our entrepreneurs, innovators, and professionals move, connect, and do business with greater ease. Through access to EU markets, EFTA countries, Turkey, and beyond, thanks to existing free trade agreements, Kosovo-based companies operate in an economic space of over 700 million consumers. This builds trust, and trust is the foundation of every competitive economy. The third pillar of next-generation economies is a business environment that rewards initiative,” she said.
