Osmani: Kosovo Could Unilaterally Implement Brussels Agreement with International Guarantees

The President of Kosovo, Vjosa Osmani, has stated that Kosovo could consider unilaterally implementing the Brussels Agreement and the Ohrid Annex if it receives guarantees from international partners. According to Osmani, such guarantees should include international recognition and Kosovo’s membership in global organizations. However, she also noted that there has not yet been a concrete response from the international community regarding this possibility.

“This is my own stance and not necessarily that of other institutions,” Osmani clarified. “Back in 2007-2008, when Serbia was not fulfilling its obligations, we managed to achieve independence, recognition, and international membership through our agreements with partners, even when we unilaterally implemented aspects of the Ahtisaari Plan. If our international allies are open to negotiating similar guarantees in exchange for implementing the agreements unilaterally, it could be a new avenue to explore. But as of now, we haven’t received a specific answer from them,” Osmani explained.

She emphasized that the implementation responsibilities must be reciprocal. “Serbia cannot act as though it has no obligations, while all demands for implementation are placed solely on Kosovo,” Osmani said.

She also addressed the procedural steps necessary for moving forward, stating, “Before the draft statute is submitted to the Constitutional Court, a legal act must first be approved by the Government. Without this act, no one can take the draft statute to the Constitutional Court. The procedures are clear, as outlined by the Court.”

Highlighting the importance of mutual compliance, Osmani stressed that the agreements reached in Brussels and Ohrid contain obligations for both parties. “It’s unreasonable to expect only one side to fulfill commitments while the other, in this case Serbia, acts as though it bears no responsibility. These agreements only hold meaning if both sides implement them. Kosovo has taken on significant and, frankly, painful commitments. However, these only make sense if Serbia reciprocates by fulfilling its obligations,” she concluded.
