The President of Kosovo, Vjosa Osmani, stated in a press conference that she has mandated Glauk Konjufca to form the Government, in accordance with previous rulings of the Constitutional Court.
Osmani clarified that after the first attempt to form a government failed, she held consultations with political parties to designate a new mandate holder, and only the leading party expressed willingness to propose a candidate.
The President emphasized that her decision to mandate Konjufca is based on Article 95, paragraph 4 of the Constitution, which obliges the President to appoint the next candidate for Prime Minister within 10 days after the failure of the first attempt.
“Thus, the Constitutional Court does not say that the President may appoint, but that she must appoint if the first attempt fails. The Constitution does not allow the President to refrain from appointing the second candidate when there is a mandate. The language used in the Constitution is mandatory, and it obliges the President to appoint the second candidate,” Osmani said.
Today, the Vetëvendosje (LVV) party, led by Albin Kurti, proposed Konjufca as the mandate holder for the new Government of Kosovo, submitting his name to the President for formal appointment.
Meanwhile, Konjufca stated that he seeks cooperation with the Albanian parties represented in the Assembly, but not a coalition.
He added that by forming a new government under his leadership, the possibility of holding elections in December would be avoided, ensuring that the country does not face two rounds of elections in a short period, as a new president is due to be elected in April.
