Osmani on CEC Appointments: Both PDK and VV Members Were Not Appointed

The President of Kosovo, Vjosa Osmani, has commented on the appointment of political party members to the Central Election Commission (CEC).

Osmani explained that the reason she requested clarification from the Constitutional Court on this matter is that the parties had proposed more members than the Constitution allows.

According to her, Vetëvendosje proposed three members but only two were appointed, while the PDK proposed two members and only one was appointed.

“Because three were proposed by Vetëvendosje, only two were appointed. Two were proposed by PDK, and one was appointed, because there were more proposals than the Constitution allows. Since this issue has not yet been clarified by the Constitutional Court, I requested that it provide clarification. However, this case is based on a different legal basis than previous cases, whether by former President Thaçi or myself. This issue has remained unclear for every president over the years. I hope that finally the courts will clarify it. Once clarified, the appointments can continue,” Osmani said.

She added that the Constitutional Court has not yet made a decision and that they are awaiting a response:

“No, it hasn’t clarified it at all. The court did not make a decision. Previously, we raised the case based on Article 84, paragraph 9, requesting clarification, but the court stated it could not clarify due to a new standard it had developed. Now, we have raised the case based on a different constitutional provision, Article 113, and I hope the court will provide an answer. It’s not only one PDK member who was not appointed; one VV member was also not appointed when looking at their proposals. Since there is only one position, they cannot both be appointed, so we need to ask the court how to proceed,” she said.
