President Vjosa Osmani marked the 35th anniversary of the Kaçanik Constitution, describing it as the spark that kept hope and resistance alive and the foundation upon which the Republic of Kosovo was built.
Osmani emphasized that today, Kosovo honors those who dared to risk everything, and proudly continues the path they set.
“On September 7, 1990, the delegates of the Assembly of Kosovo gave life to the Kaçanik Constitution, the highest act of political courage and faith in our freedom and independence. This sublime act was more than a legal document—it was a pledge that Kosovo would be free and independent among the community of free nations,” wrote President Osmani.
The Kaçanik Constitution formalized the Declaration of Independence issued earlier on July 2, 1990, and is considered a defining moment in Kosovo’s modern history.
The Constitution was proclaimed in Kaçanik, a city near the Macedonian border, chosen for strategic security reasons, as the region allowed for a safer declaration amid the complete occupation of Kosovo by Yugoslav and Serbian police and military forces. At the time, the apartheid policies of the Milosevic regime targeted Kosovo and its citizens following the July 2 Declaration.
Today, September 7 is recognized as a symbol of Kosovo’s new identity and enduring fight for sovereignty.
