Faton Peci, the Minister of Agriculture and leader of the “Guxo” party, has claimed that a hybrid war is being waged against the Government of Kosovo, and he considers himself a frequent target of this ongoing conflict. He noted that in recent incidents, he has felt like one of the main targets.
“I believe a hybrid war is being waged, especially against the Government. In the last few instances, I have been in the top attack list two or three times, based on the information I’ve received about how things are developing,” said Peci.
Peci emphasized that his work has been honest and transparent. “If someone has created a special campaign against me, I will oppose it because I know the honest work I have done over the past four years,” he added.
Regarding the distribution of grants, Peci addressed the claims of a so-called “nieces’ list,” calling them false and defamatory. He clarified that grant recipients are chosen based on professional and verifiable criteria, which apply equally to all applicants.
“There is no such thing as a ‘nieces’ list.’ The criteria for grants are clear: necessary documentation, fulfillment of technical and administrative conditions, and scoring based on the business plan and the farmer’s capacity. Anyone who meets these criteria is treated equally. Everything else is just slander,” stated Peci.
He also urged anyone with evidence of any irregularities to report them to the Prosecutor’s Office. “I have built this process with great care and integrity. If anyone has evidence of wrongdoing, they should go to the Prosecutor’s Office. As for empty words, they are just for daily consumption and won’t stop me from working for the farmers of Kosovo,” Peci said in an interview with ATV.
Peci highlighted that the biggest crime in the Ministry of Agriculture involves property issues, where the damage to the state is estimated at hundreds of millions of euros. “The issue of property is the biggest crime in the Ministry of Agriculture. Millions have been stolen in grants and subsidies, but regarding the properties, the financial damage… I have reliable information that it exceeds 500 million euros,” he explained.
He mentioned specific cases of property returned to the state, including land in Fushë Kosovë and Ulpiana, as clear evidence of systemic corruption. “In 2024 alone, we returned property worth twenty million euros to the state. The property in Ulpiana is a prime example of the crime and corruption in the justice system in Kosovo. It has been there for three years, and no action has been taken,” concluded Peci.
