Presidency Cancels Feasibility Study Tender for New Presidential Residence

The Presidency of Kosovo has officially canceled the open tender for a feasibility study to determine whether the “New Prishtina” neighborhood, located on the outskirts of the capital, would be a suitable site for a new presidential residence.

The cancellation, published on the e-Procurement platform on July 29, 2025, states that “new circumstances have arisen that make it impossible to proceed with this activity.” Three economic operators had already applied for the tender before it was canceled.

On July 24, 2025, the same day the applicants were made public, the Presidency announced that President Vjosa Osmani had not approved the conceptual plan for the building, adding that the plan would be revised. However, the Presidency did not indicate that the tender might be completely canceled.

Ambitious Presidential Complex

The original conceptual plan envisioned a state-of-the-art presidential complex that would include a Ballroom, Presidential Suite, Presidential Library, Credentials Room, and other high-level facilities, aligning the new residence with international presidential standards.

The tender dossier required bidders to present an architectural design sample inspired by similar state residences in other countries.

Unanswered Questions

KALLXO.com reported that on July 28, 2025, it sent multiple questions to the Presidency seeking clarification, including:

  • Why were the specifications of the conceptual plan published in the feasibility tender dossier without the President’s prior approval?
  • What will happen to the three submitted bids?
  • Why were the planned revisions not foreseen earlier?

So far, the Presidency has not responded to these questions.

The Tender Details

The call for bids for the feasibility study plan was launched on July 11, 2025, with the deadline for submissions on July 24 at 14:00. The tender opening took place later that same day.

The three offers received were:

  • “IPE-PROING Sh.p.k” at €17,500
  • “ALB-Architect Sh.p.k” at €19,900
  • A consortium of FST Engineering Sh.p.k, AL-Engineering Sh.p.k, and GJEO PROJEKT Sh.p.k, offering the lowest bid at €16,697

The Presidency’s projected budget for the feasibility study was €25,000, and the planned timeframe for completing the project was 3 months.
