President Osmani May Turn to Constitutional Court as Assembly Fails to Constitute Within Deadline

Kosovo’s President Vjosa Osmani is reviewing legal options to request clarification from the Constitutional Court regarding the legal consequences if the Assembly fails to constitute itself within the 30-day deadline set by the Court.

Presidential media advisor Bekim Kupina confirmed that President Osmani is considering submitting a formal request to clarify the implications of the Court’s decision on case no. KO 124/25.

“The President is examining legal avenues to address the Court with a request for clarification on the ruling in case no. KO 124/25, in order to understand the legal consequences should the Assembly not be constituted within the deadline prescribed by the Court (i.e., within 30 days),” Kupina stated.

On June 26, the Constitutional Court issued a ruling giving the newly elected deputies of the ninth legislature a 30-day window to constitute the Assembly, a process that began on April 15.

Today, July 9, marked the 44th failed attempt to hold a constitutive session, as the Vetëvendosje Movement once again failed to secure the election of Albulena Haxhiu as Speaker—just as in the previous 43 sessions.
