President Osmani: If Political Deadlock Continues, Constitutional Court Will Be Asked to Clarify 30-Day Deadline

Prishtina, July 16, 2025 – President of Kosovo, Vjosa Osmani, has announced that she will refer the issue of the 30-day constitutional deadline to the Constitutional Court early next week if no political agreement is reached by the end of the weekend.

“If this deadline is not respected, there must be legal consequences,” Osmani stated. “Does this mean that any session of the Assembly after July 26 would be unconstitutional? Would an unconstitutional Assembly then be able to elect a government? If the deadline can simply be ignored, then what is the purpose of setting it in the Constitution in the first place?”

The 30-day deadline refers to the constitutional timeframe within which Kosovo’s newly elected Assembly must be constituted following elections. Ongoing political stalemates have left the process blocked.

President Osmani clarified that her role does not include negotiating coalitions, as the Constitution prohibits the President from intervening in the formation of parliamentary alliances.

“I cannot dissolve the Assembly or call new elections at this stage — that only becomes possible after the Assembly has been constituted. I can only make public appeals about the damage this impasse is doing to the country and the risks Kosovo is facing,” she emphasized.

In conclusion, Osmani stated that if institutions fail to reach a political agreement over the weekend, she will take concrete legal steps by formally addressing the Constitutional Court at the beginning of next week.
