PZAP Rejects All Filed Complaints as Untimely or Inadmissible

The Election Complaints and Appeals Panel (PZAP) has issued decisions on all pending complaints related to the early parliamentary elections of 28 December, rejecting or dismissing each submission on procedural grounds.

The Panel rejected as untimely the complaint filed by PDK parliamentary candidate Bekim Haxhiu, who had requested the annulment of postal ballots received on 2 and 6 January.

Haxhiu claimed that the Central Election Commission (CEC) had accepted and counted more than 23,000 postal ballots after the legal deadline. Under the Law on General Elections, ballots sent by mail from abroad may be received by the CEC no later than 16:00 on the day following election day. However, the CEC extended the deadlines for the receipt and counting of diaspora votes through a formal decision.

Additional Complaints Dismissed

PZAP also rejected as untimely a complaint submitted by Nenad Rashiq’s political entity, the Citizens’ Initiative for Freedom, Justice and Survival, which had raised concerns regarding the administration of the vote-counting process at Municipal Counting Centers in Novobërdë and Leposaviq.

Meanwhile, the Panel dismissed as inadmissible a complaint filed by PDK candidate Jakup Nura, who had requested on 10 January that the CEC be ordered to recount all polling stations in the municipality of Skenderaj.

Complaint Withdrawn by IRDK

PZAP further confirmed that a complaint filed by the New Democratic Initiative of Kosovo (IRDK) regarding irregularities in postal voting was withdrawn by the complainant.

IRDK had submitted a complaint against the Egyptian Liberal Party, alleging irregularities in diaspora postal voting. However, prior to the Panel’s review, IRDK formally notified PZAP that it had decided to withdraw the complaint for subjective reasons.
