PZAP Rejects LVV’s Appeals for Result Annulment and Mail-In Revote

The Election Complaints and Appeals Panel (PZAP) has rejected the appeals filed by Lëvizja Vetëvendosje (LVV) to annul the results of mail-in voting and repeat the process.

Eugen Cakolli from the Democracy in Action coalition announced the decision, which has been published on PZAP’s official website.

“PZAP has dismissed LVV’s appeals regarding the annulment of mail-in voting results and the repetition of this process as untimely,” Cakolli stated in a Facebook post.

However, PZAP has accepted LVV’s request for the recount of 1,631 invalidated votes from the out-of-country voting process.

LVV had initially contested the integrity of the mail-in ballots, alleging “manipulation of voting slips.”

Prime Minister Albin Kurti, the leader of LVV, was asked during a press conference whether the party would escalate the case to the Supreme Court if PZAP rejected their appeal.

“Regarding the electoral process—since elections are not completed until the results are certified—I believe that our party bodies will make the appropriate decisions. This is not something I have been able to focus on as much as I should, nor is it the place to discuss it here,” Kurti responded.

LVV secured over 30,000 mail-in votes, accounting for 51.57%—a significantly lower share compared to the 2021 elections.

The Democratic League of Kosovo (LDK) received 30.55% of mail-in votes, the Democratic Party of Kosovo (PDK) secured 9.48%, while the coalition of AAK, Nisma, and others garnered 3.23%.
