Ukrainian combat-tested drones will be manufactured on an industrial scale in Germany for the first time, following the launch of a joint production venture by defense companies Quantum Systems and Frontline Robotics under a government-backed initiative.
The new German-Ukrainian joint venture, Quantum Frontline Industries (QFI), will establish the first fully automated, industrial-scale foreign production line for drones designed specifically for the Defense Forces of Ukraine.
The project is being implemented within the framework of the “Build with Ukraine” initiative and will focus on the mass production of multi-use, battlefield-proven drones developed by the Ukrainian company Frontline Robotics.
According to the official press release, 100% of the drone systems produced in Germany will be delivered to Ukraine, with quantities determined by the Ukrainian Ministry of Defense.
The production model combines Ukrainian drone designs validated in combat conditions with German industrial automation and engineering, which the partners describe as a new form of cross-border defense co-production.
In addition to strengthening Ukraine’s defense capabilities, the initiative is expected to create new jobs in Germany, including employment opportunities for Ukrainian specialists.
Quantum Systems will provide the industrial infrastructure and oversee production operations, while Frontline Robotics will contribute licensed designs, training, and full life-cycle support aligned with NATO standards.
“Ukrainians have revolutionized the drone war—now we will revolutionize the industrial war together,” said Sven Kruck, co-CEO of Quantum Systems.
“Together with Frontline Robotics, we will create Germany’s first foreign production capacity at this scale for Ukraine.”
Frontline Robotics CEO Yevhen Tretiak emphasized that the partnership is intended to serve as a model for future cooperation between Ukrainian and European defense companies, noting that it will supply the Ukrainian Defense Forces with thousands of drones to counter Russian aggression.
QFI will be led by Matthias Lehna, a former German Armed Forces infantry officer and ex-member of Berlin’s Cyber Innovation Hub, who joined Quantum Systems in 2023 as director for governmental relations and business development.
Lehna outlined three core objectives for the joint venture: scaling production, expanding capabilities, and creating long-term industrial capacity.
Mykyta Rozhkov, Chief Business Development Officer at Frontline Robotics, highlighted the strategic importance of the partnership during wartime:
“In wartime, finding safe manufacturing locations inside Ukraine is difficult. Partnering with Quantum Systems allows us to expand production capacity and further strengthen the Defense Forces.”
The companies stated that the launch of QFI builds on a strategic partnership agreement signed earlier this year and represents a significant step toward creating a new European drone industrial base driven by Ukrainian frontline innovation and German engineering excellence.
For security reasons, the exact location of the production facility has not been disclosed.
Quantum Systems is a European leader in unmanned aerial systems, providing ISR platforms, autonomous systems, and AI-driven mission solutions to military, government, and commercial clients.
Frontline Robotics, founded in August 2023, develops aerial and ground robotic systems that have been battle-tested in Ukraine, including the “Zoom” reconnaissance drone, “Linza” bomber drone, and “Burya” robotic turret.
