The new municipal leadership in Zvečan proceeded with renovation works without waiting for the approval of the municipal budget, including painting and investments in toilets, doors, chairs, and tables.

Former Mayor of Zvečan and current municipal assembly member, Ilir Peci, has raised serious doubts about the origin of the financial resources used for these renovations, which he estimates to be worth tens of thousands of euros.
“Just two days after the new mayor took office, renovations of the entire municipal building began. During my term as mayor, such works were not foreseen in the budget, and at this moment there is no approved municipal budget. The mayor has provided no explanation or indication of where these funds are coming from,” Peci stated.
Suspecting that funds originating from Belgrade were used and that legal procedures were bypassed, Peci said that no public procurement procedures were followed for the investment in the municipal building.
“Most likely from Serbian parallel structures. I cannot state it with absolute certainty, but there is no municipal budget. The funds must have come from somewhere else. There was no possibility to conduct procurement procedures. The mayor took the oath on a Friday, and works began the following Monday. Public procurement usually takes at least 30 days, which makes this process impossible without a pre-approved budget,” Peci added.
He called on the Prosecution to investigate the origin of the funds and potential legal violations.
TV Dukagjini also sought a response from the new mayor, Dragisha Milović, a member of the Serb List. Municipal cabinet officials informed the television crew by phone that the mayor would arrive within 20 minutes; however, after approximately 40 minutes, he did not appear.
Following his victory in the first round of local elections, Dragisha Milović was sworn in as Mayor of Zvečan on December 5, in a ceremony conducted in accordance with the laws and Constitution of the Republic of Kosovo.
