James Rubin once again clarified his impressions of Hashim Thaçi during the Rambouillet Conference.

According to Rubin, Thaçi was the key figure he had to work with in order for the KLA to accept the Agreement.

“We thought that the LDK and Veton Surroi were already on board with this, and [Secretary of State Madeleine Albright] told me that I had to work with him [Thaçi], because he was the important person, the main figure appointed by the Kosovars,” Rubin said.

“If you want, call him a leader; if you want, call him the point of contact,” he added.

Rubin described Thaçi’s role at the time as that of Kosovo’s chief diplomat.

“So, I saw him as a foreign minister, someone who reflected the views of his army, his government, who signed agreements, essentially acting like a minister of foreign affairs,” Rubin concluded.
