It also includes import tariffs of up to 500% on goods from countries that purchase Russian oil, gas, or uranium.
However, former President Donald Trump opposes the bill, favoring a more cautious approach to escalating tensions with Russia.
Graham, who is on Russia’s list of designated terrorists, continues to take a firm stance against the Kremlin in Congress. The bill is seen as a key test for future U.S. policy toward Russia and its influence on global energy markets, as the war in Ukraine continues to have significant international consequences.
