Rubio: Congress Has Been Notified of Plans to Reorganize USAID

The U.S. Department of State (DOS) has informed the U.S. Congress of its intention to reorganize the United States Agency for International Development (USAID) and to discontinue several functions that are not in line with the administration’s priorities, U.S. Secretary of State Marco Rubio said on Friday.

In a statement released by Rubio, it was said that USAID “has strayed from its mission for some time, and as a result, the benefits have been very small while the costs have been very high.”

“Thanks to President Trump, this era of fiscal irresponsibility has ended. We are redirecting our foreign aid programs to align with what is best for the United States and our citizens,” the statement read.

Among other things, it was mentioned that the U.S. Department of State and USAID had informed Congress of their intention “to begin reorganizing some of USAID’s functions with the State Department starting on July 1, and to terminate USAID functions that are not in line with the administration’s priorities.”

Shortly after President Trump began his second term in the White House on January 20, the Department of Government Efficiency (DOGE), led by billionaire Elon Musk, began downsizing USAID, and the remaining portion was incorporated into the Department of State.

Since then, the U.S. administration has dismissed hundreds of employees and contractors and severed contracts for billion-dollar projects that affect tens of millions of people worldwide.

Rubio stated earlier this month that more than 80% of all USAID programs have already been suspended.

USAID was recognized as the U.S. government’s primary agency for managing foreign aid and development assistance. It operated in more than 100 countries, distributing billions of dollars in aid annually.

USAID has been present in Kosovo since 1999, and since then, it has invested more than $1 billion in Kosovo’s development.
