Russia Rejects Reports Claiming It Is Secretly Working With the U.S. on a Ukraine Peace Plan

Moscow has denied an Axios report alleging that the United States is working on a 28-point peace plan for Ukraine. Kremlin spokesman Dmitry Peskov stated that there is “nothing new” to report since the August summit between Vladimir Putin and Donald Trump.

Trump’s efforts to mediate an end to the war—the most significant conflict in Europe since World War II—have so far failed. Last month, he abruptly cancelled a planned summit with Putin in Budapest, and earlier had clashed with Ukrainian President Volodymyr Zelensky in the Oval Office. Nevertheless, Trump continues to claim that he hopes to bring the war to an end.

Asked about the Axios report on new peace proposals, Peskov responded plainly: “So far, there are no updates on this that can be reported.”

Nearly four years after the invasion began, Russia controls around 19% of Ukrainian territory and claims that four regions—Donetsk, Luhansk, Kherson, and Zaporizhzhia—are part of Russia. Ukraine and Western countries categorically reject this claim.

Putin’s conditions for peace, outlined in June 2024, remain unchanged:

– Kyiv must abandon its aspirations for NATO membership
– Ukraine must withdraw its forces from all four provinces claimed by Moscow as Russian territory.
